Dear International Students,
We know that changes in federal immigration policy are creating considerable stress and uncertainty about your education, career plans, and future. We recognize how difficult it is to concentrate on your studies while navigating these concerns. You are valued, integral members of the UVA community, and we will continue to stand with you throughout these challenging times.
The International Students and Scholars Program (ISSP) has posted updates on its website regarding recent developments affecting F-1 students, including restrictions on Curricular Practical Training (CPT), proposed new USCIS fees for Optional Practical Training (OPT), and ongoing related legal proceedings, including a recent court ruling against the Department of Homeland Security’s effort to limit the amount of time international students and scholars are permitted to remain in the U.S., and a scheduled judicial hearing on the new CPT restrictions on November 6.
UVA has suspended new authorizations for non-required, course-credit CPT following an SEVP broadcast message, and a lawsuit challenging those changes is pending. On OPT, the proposed $70,000 fee, which would be charged to universities for each student's initial participation, is not currently in effect. UVA plans to submit formal comments to the Department of Homeland Security opposing the proposal and outlining its potential negative impacts on students and higher education institutions.
While the CPT litigation proceeds, students whose plans have been disrupted may wish to explore alternatives, including eligible internships on Grounds and internships outside the United States. ISSP advisors can help you understand the immigration and travel considerations relevant to your circumstances.
Our International Students & Scholars Program (ISSP) advisors are here to support you. Please visit the ISSP Advising Hub for advising details. If you need personal support, please contact Care and Support Services at [email protected] to connect resources and navigate challenges affecting your well-being.
We will continue to share updates as policies and court proceedings develop. Thank you for all you contribute to UVA. Your success and well-being matter deeply to us.
Sincerely,
